He was born on March 6, 1937, to loving parents, Lee and Verneta Brandon Horne, and graduated from Rosenthal/Downsville School in 1958 after graduation, Cecil was employed at LL Sams and Son Church Furniture, and eventually retired from the Swift Meat Company. He was known as a hard worker that took pride in his work. After retiring, he continued to work on a part-time basis in the community.

In March, 1962 He married Emma Jones, and to this union three sons, Dietrik, Steven and Craig, one daughter Emily Sara’ were born. On April 3, 1963, Cecil after studying the bible was baptized as one of Jehovah’s Witnesses. Cecil was the Company Servant (Coordinator) of the East Waco Congregation from 1966-72. He and his wife, Emma raised their 3 boys to respect bible teachings, and to be involved in spiritual activities. Cecil was a faithful husband and father, and dearly cared for Emma until she passed.

In June 1997, Cecil was united in marriage to Marie Smith, who was also from Waco, Texas. He welcomed Marie’s sons, Kenneth, William and Kevin and treated them as his own. “Cecil” spent decades faithfully serving Jehovah with Marie by his side. He was a loving elder and served as a full time “pioneer” in the Christian Ministry work for over forty years until his death. As members of the East Waco Congregation and previously of the Bellmead Congregation, they worked side by side as they reached out to others and studied the bible with countless interested ones in the community.

Even after becoming ill, Cecil continued to attend all Christian meetings with the assistance of Marie, others in the congregation, and an oxygen device. After receiving Hospice services, he attended and actively participated in all worship meetings virtually. He would greet and encourage others through Zoom, and would share research points with the other virtual attendees. Cecil will always be remembered for his deep faith, his lasting love for Jehovah God and his son Jesus Christ, and his strong zealous participation in the Christian ministry work as assigned by Jesus Christ at Matthew 28:19 and 20.

Cecil was preceded in death by his first wife; Emma Jones; daughter Emily Sara’ Horne; son Hubert Steven Horne, and brothers, Terrell Lee Horne, Willie James Horne and Oscar D. Horne.

Cecil leaves to cherish his memory a loving devoted wife Marie (Smith) Horne; sons Dietrick and Craig Horne; stepsons, Kenneth and William (LaRhonda) Smith and Kevin Harrison (Stephanie); sisters Margie A. London and Bernice Stevenson, 2 granddaughters, 6 grandsons, 5 great granddaughters 8 great grandsons, hundreds of local Christian brothers and sisters, and a host of family members and friends.
