Carl Edward Lowe, II, 70, of Waco, passed to his eternal rest, Friday, October 6, 2017, surrounded by his loving family.

Visitation: Friday, October 13, from 6:00PM to 8:00PM at Lake Shore Funeral Home, 5201 Steinbeck Bend in Waco.

Funeral Service: Saturday, October 14, 2017 at 11:00AM, The Church of Jesus Christ of Latter-day Saints, 7201 Viking Drive in Waco.

Burial: Will take place at a later date at The Dallas Fort Worth National Cemetery, where the United States Marine Corp. Honor Guard will render military honors. Pallbearers will be Carl Edward Lowe, III, Bradley R. Lowe, Jeremy J. Lowe, Brian D. Lowe, Carl E. Lowe, IV, Keaton Lowe, and Niel Christensen. Honorary pallbearers are Peyton Lowe, Kenny Devito, and Jason Devito.

Carl was the son of Carl E. Lowe and Irene Branham Lowe of Fort Gay, West Virginia. He was born in Louisa, Kentucky on November 16, 1946. He grew up in Fort Gay and served in the U.S. Marine Corps during the Vietnam Era as a Marine Corps Security Guard in Brussels, Belgium. While serving overseas he met his wife, Carolyn Smith Lowe from Burley, Idaho and are the parents of five children – C. E. Lowe III, Bradley R. Lowe, Jeremy J. Lowe, Brian D. Lowe and Kara L. Lowe, all living in the State of Texas. He has 15 grandchildren and 3 Great Grandchildren.

He was a Board Member of the Good Soldier Foundation, supporter of the Heart of Texas Young Marine’s, avid supporter of the Whitney Texas Veterans of Foreign War (VFW) Post 8571, a life member of the Marine Corps League, Huntington Detachment #340, of the Marine Corps League, Military Order of the Devil Dogs and a member of the Military Order of the Purple Heart.

Some of the many awards he has received over the years are: the distinguished alumni award of Fort Gay High School provided by the Marshall University Foundation, as well as the Native American Warrior Certificate of Recognition from the National Congress of American Indians, and was recognized as the Department of Veterans Affairs Employee of the Year through the United States Air Force Association.

He retired in 2011 from federal government service as SES director of the Waco VA Regional Office (VARO). He held several leadership positions in the Church of Jesus Christ of Latter-day Saints, was a lifelong coach for baseball, girls softball, basketball and served in the Boy Scouts of America as a Scoutmaster. Carl was always known to be a Los Angeles Dodger baseball fanatic and every spring he spent a week at Dodgers Spring training camps in Florida and Arizona. He and his wife had a love for travel and have visited 65 countries, including Antarctica, and all 50 states in the U.S. He was always seen reading a book.

Carl was preceded in death by his father, Carl Edward Lowe, I; and sister, Hazel Lou Lowe Compton.

Carl is survived by his loving wife, Carolyn Kay Lowe; children, C.E. Lowe,III and his wife Tina, Bradley R. Lowe and wife Lori, Jeremy J. Lowe, Brian D. Lowe and wife Jamie, and Kara L. Lowe; his mother, Irene Branham Lowe; siblings, Paul Douglas Lowe, Nina Lowe Wellman and husband Ronnie, and Larry Lee Lowe and wife Carol Webb Lowe; 15 grandchildren, Carl E. Lowe, IV and wife Amber, Jozie Lowe, Maycie Lowe, Keaton Lowe, Adelyn Grace Lowe, Kathryn Lowe, Evelyn Lowe, Peyton Lowe, Sarah Lowe, Shelby Lowe, Lindsay Gray, Karis Gray, Kenny DeVito and fiancé April Zizzo, Jason DeVito and Maryssa DeVito; three great-grandchildren, Carl Edward Lowe, V, Elk Lowe and Jayden DeVito; along with a host of other loving family members and friends.

The family requests any donations be directed to the Providence Hospice of Waco. The family would also like to personally thank the nurses, Dr. J, and all staff of Providence Hospice and Hospital for their caring attitude and hospitality during Carl’s stay.

    I am deeply saddened by the loss of a lifelong friend with whom I have many wonderful memories. Hye Soon and I extend our condolences and sympathies to Carolyn, Irene, and the entire Lowe family. I will remember him as a man of honor, duty, and service. I know a part of his legacy will be that he was a strong role model for his children. To his children, I know that legacy will be reflected through the love and support you show your mom and each other in the days, months and years to come.   9. My Thoughts and prayers go out to the family. I can remember meeting Carl for the first time pulling claims folders. At first, I thought he was just another file clerk that worked for the VA doing what they normally did at that time. Soon I found out one valuable thing about Carl, he would never ask his people to do something that he wouldn’t do himself. He always treated everyone with the respect they deserve. His focus while working at the VA was doing all he could for those that have served. He will be truly missed.

    Our condolences to the family of Carl Lowe. May the Lord be with you all in this trying time. He was a great director at the VARO, Waco, TX, and I got to know him there. I remember being so surprised to learn that he often worked as a file clerk when not taking care of his duties as Director. When my husband had difficulty getting his disabilities considered due to the fact that I worked at the Waco office, Mr. Lowe personally helped with the process which was being handled at the Houston office. I found him to be a very kind and considerate individual with a sometime gruff exterior. He worked for all veterans and was a good example of what a leader should be.

    Such an amazing man. He was dedicated to Veterans, and he did all he could to help them. What an inspiration he was to all employees at the VA Regional Office in Waco. I went on many outreach events with him, and worked daily with him when he was in the office, he walked the walk, and got down in the trenches with us, the employees. Forever remembered. My thoughts are with his family, particularly with his son Bradley, who is carrying on his legacy in the VA. You should all be proud of your family’s service to the US, and to Veterans.

    My condolences go out to the family. I worked as a Vocational Rehabilitation Counselor working for the Department of Veterans Affairs Waco Regional Office by way of Dallas/Fort Worth office where Mr. Lowe resided when I was hired.

  21. Carl was very influential in helping me begin my career with the VA. After I left to pursue other options, he was totally responsible for me being able to return and resume my VA career. I’ve never known a more focused, honest, and caring person. He was not my oldest or closest friend. But, I can honestly say, he was my best friend. I had a dream the other night. He and Carolyn can to visit me in my new house. The next day I googled him and learned of his passing. It’s had a profound effect on me. Once again, he’s had a positive influence on my life. I returned to church and feel the need to make more positive decisions in my life. Without him, my life would not have been nearly so successful. I’ll always remember CE and Bebo as small children. My deepest sympathy and prayers to him, Carolyn and the rest of his family.
